Abstract:

The polite listener In England stares at the speaker attentively and blinks his eyes occasionally as a sign of interest. That eye-blink says nothing to Americans, who expect the listener to nod or to murmur something such as "mm - hmm”. And in some parts of  Far East, it is impolite to look at the other person at all during conversation. It is often argued that, in teaching foreign languages, Culture and language are interwoven in a way that it is not possible to present language without its Culture. However, until a new method of teaching language, called communicative approach, which is sociolinguistically oriented, had not come into existence, this belief was not used to be observed in textbooks and language classes. This method intends to create situations in the classroom in which foreign language can be used as naturally and authentically as the native speakers of target language use it for communicative purposes. The problem of teaching Culture, nevertheless, does not end here. Nowadays, foreign languages are taught with different and varied objectives. Is it necessary for all foreign language learners to get familiar with the Culture of foreign language they are supposed to learn? As Schumann (1984) claims, is it true that second language learning is impossible, unless one gives up his/her own native Culture and adopts the Culture of foreign language community? What are some relevant issues regarding teaching English in Iran? These are actually some basic questions raised in this article. Whereas definite answers are not necessarily provided in this paper, some areas of research related to Culture, and teaching foreign language are put forward.

Abstract:

Purpose: Isolation of employees in organizations is one of the most important drivers of deviant behaviors and reduces employee participation and motivation and ultimately reduces individual and organizational performance. The main purpose of this study is to investigate the effect of anti-elitism on employee isolation with respect to the moderating role of Bureaucratic Culture in governmental organizations. Design/ methodology/ approach: The present study is applied in terms of purpose and in terms of the nature, the descriptive-correlation method and in terms of data collection is also part of field research (survey). The statistical population of the present study includes the employees of governmental organizations in Ilam that 375 people were selected for the sample using simple random sampling method. The data collection tool in the present study is a standard questionnaire. Kim and Baker standard questionnaire (2021) was used to measure the anti-elite variable, OKA standard questionnaire (2018) was used to measure the staff isolation variable and Denison (1990) questionnaire was used to measure the Bureaucratic Culture variable. Visual PLS software was used to analyze the research data. Research Findings: The results showed that anti-elitism has a significant effect on employee isolation due to the moderating role of Bureaucratic Culture in governmental organizations. Also the dimensions of anti-elite are; Targeted organizational rejection, job freezing and knowledge avoidance which have a significant effect on employee isolation due to the moderating role of Bureaucratic Culture in governmental organizations. Limitations & Consequences: In this research, only the variable of Bureaucratic Culture has been considered as a moderating one, while there are other variables that play a moderating role in the impact of anti-elitism on employee isolation. Ignoring elites and anti-elitism in organizations causes the deliberate isolation of employees in them, and this is more evident in organizations dominated by Bureaucratic Culture. Practical Consequences: In order to reduce the isolation of employees in governmental organizations, there should be a Culture and atmosphere of support for elite people. Innovation or value of the Article: In the research conducted in the country, the effect of anti-eliticism on the isolation of employees has not been investigated due to the moderating role of Bureaucratic Culture. Abstract:

Today, in all sports organizations, Bureaucratic Culture, social laziness, and organizational inertia are recognized as key factors directly or indirectly influencing the performance and advancement of these organizations. Complex relationships exist among these three factors, impacting the development or limitation of the facilities and opportunities provided by these organizations. The main objective of this research is to investigate the mediating role of social laziness among the employees of the Sports and Youth Administration of West Azerbaijan Province on organizational inertia. Using a sample of 201 employees of this administration, this research was conducted descriptively and survey-based, and the data were analyzed using SPSS and Amos. The results indicate that Bureaucratic Culture and social laziness have a positive and significant impact on organizational inertia, with social laziness acting as a mediating role in this relationship. To address this issue and increase employee motivation, it is recommended to create a work environment with shared values and to hold training courses to develop communication and leadership skills.
